《议库》项目积极响应“探索网络议政、远程协商”的号召，在移动互联网大发展的背景下，由中国互联网新闻中心（中国网）于2016年1月创建的全国首款专门探索“网络议政”，服务各级政协组织和政协委员的移动端平台。在新时代，该平台基于移动互联网环境，以70万全国各级政协委员、统战领域相关几百万高端人群为主要用户，辐射、联接广大移动互联网网友，提供提案征集、民意征询、调查调研、智库咨询、数据检索、舆论引领、线上线下互动等服务，通过互联网手段，为政府建言、为企业助力、为各行各界协调关系、为实现中国梦汇聚力量。
