When your city activates, the first 20 members become Founding Members permanently listed in that city's profile. The person who triggers activation becomes City Founder — a badge that lives on their profile forever. There will never be a second City Founder for your city. Until your city activates, you see a live progress bar and a challenge to bring it online.
